PPP Investment - Nwanetsi Concession in the Kruger National Park
In line with its Strategic Plan for Commercialisation, SANParks intends to form a Public Private Partnership (PPP) in terms of which a selected private party will be granted the rights to the commercial use of the Nwanetsi Concession in the Kruger National Park.
This follows Singita Game Reserves (Singita) having entered into an agreement with
SANParks for Singita to participate in a re-tender for a 20-year term of its private concession in
the Kruger National Park (KNP), where it has successfully operated two award winning lodges,
Singita Lebombo and Singita Sweni, within the 15 000 hectare Nwanetsi Concession for the
past eight years. However, tightening market conditions have challenged the financial
structure, which, in its current format, is not sustainable. In order for SANParks to review the
agreement, stringent Treasury PPP regulations apply, which demand that processes be fair
and transparent.
SANParks invites prospective investors and operators to submit pre-qualification bids in line with its mandate, objectives and specifications for this PPP opportunity. Interested parties will be expected to meet certain minimum criteria in order to pre-qualify.
Pre-qualified bidders will be invited to submit detailed bids containing specific financial, functional and BEE proposals at a later stage.
SANParks will enter into a PPP agreement with the winning bidder for a period likely to provide a fair return on investment for the private party. In return, the private party will meet agreed environmental, operating and broad based BEE obligations, and pay a PPP fee to SANParks.
The Request for Qualification (RFQ) document, setting out further details of the minimum criteria and process to be followed, is available from the SANParks website at http://www.sanparks.org/groups/tenders/. Alternatively, information can be obtained by contacting:
